GERING, Neb. (AP) — A wildfire that has forced evacuations and destroyed some homes in the Nebraska Panhandle grew to about 25000 square miles (64749.77 square kilometers) Monday, but firefighters were managing to limit the spread of the fire.

The blaze south of Gering, dubbed the Carter Canyon Fire, was reported Saturday evening and began as two separate fires in heavily treed areas of the Cedar Canyon Wildlife Management Area and Carter Canyon Public Land, fire and emergency management officials said.

A Louisiana sheriff says rapper Mystikal is again accused of rape. Ascension Parish Sheriff Bobby Webre said in a Facebook post on Monday that Michael “Mystikal” Tyler was arrested on charges including rape and domestic abuse battery. The sheriff's office inmate lookup shows the 51-year-old is being held without bond on 10 charges. Attorney Joel Pearce says he believes bond will be discussed at a hearing Tuesday. Pearce says he's supposed to meet with Mystikal on Wednesday or Thursday and will make a statement then. Pearce represented the rapper when prosecutors dropped rape and kidnapping charges against him in late 2020, after new evidence was brought. Those charges had kept him jailed for 18 months.

Leasing for new oil and gas drilling on federal land in California's Central Valley is temporarily blocked under a settlement announced Monday by the state attorney general. The deal with the U.S. Bureau of Land Management centers on about 2,500 square miles of land owned by the federal government. The bureau has agreed to halt the sale of oil and gas leases while it conducts a fresh review on the environmental effects of fracking, a process for extracting oil and gas from rock. Gov. Gavin Newsom wants to ban fracking in the state by 2024.

The Treasury Department is seeking to borrow $444 billion in the current quarter through September as the Federal Reserve tightens its portfolio. Figures released Monday by the department show that to be a $262 billion increase compared to estimates announced in May, a sign that the federal government will need to be more reliant on debt. A Treasury official told reporters on the condition of anonymity that the department was now expecting to collect less in taxes than initially forecast. The additional debt during the July to September quarter is also due in part to the Fed's decision in May to scale back its holdings of Treasury notes, which caused the government to rely on private and foreign investors.

Oregon authorities are investigating four additional deaths potentially linked to last week's heat wave, bringing the total number of suspected hyperthermia deaths to 14. The Oregon State Medical Examiner's Office said Monday the designation of heat-related death is preliminary and will require further investigation. The seven-day hot spell in the Pacific Northwest broke heat wave duration records in Portland, Oregon and Seattle. Excessive heat warnings in those cities have been lifted, but the warnings will remain through Monday evening in other parts of northeastern Oregon and southeastern Washington state.

With his contract extension unresolved, Derwin James remained on the sideline Monday as the Los Angeles Chargers held their first padded practice of training camp. James did do some conditioning work on a side field where special teams and injured players do their workouts, but he is not taking part in team or individual drills. He is participating in off-field meetings and pre-practice walkthroughs as the Chargers and his agent continue to work on an extension that is expected to make him one of the highest-paid safeties in the league.

This time has brought a new wrinkle: a counterterrorism operation in Afghanistan. On Monday evening, Biden is set to deliver remarks about the operation from a White House balcony.

Democratic Sen. Kyrsten Sinema's views remained a mystery as party leaders eye votes later this week on their emerging economic legislation. Both parties are pointing to dueling studies that in turn laud or belittle the measure’s impact. Democrats will need all of their 50 votes for the energy and health care measure to move through the Senate. A Sinema spokesperson suggests the Arizona lawmaker would take her time revealing her decision. Hannah Hurley said Sinema wants to see what the Senate parliamentarian rules, a process that could take days and result in changes in the legislation.

Seattle Seahawks coach Pete Carroll has tested positive for COVID-19, the team announced. The Seahawks issued a statement about an hour before their fifth training camp practice started. The team said Carroll — who is fully vaccinated — tested positive on Sunday and is experiencing mild symptoms and is remaining at home. Carroll intends on participating in team meetings virtually until he is cleared to rejoin the team. Carroll is the oldest coach in the league and will turn 71 in mid-September.

Adoree Jackson has taken over as the New York Giants No. 1 cornerback since the team’s decision to release James Bradberry in May in a salary cap move. Jackson, who will turn 27 next month, is the old man in the cornerback’s room. Entering his sixth season and second with the Giants, he’s the mentor to young DBs, such as Aaron Robinson and Cor’Dale Flott. Conservatives online are raising questions about a Wisconsin municipality's mobile voting truck, alleging the operation is illegal and allows Democrats to commit fraud. But city officials in Racine say their concerns are unfounded. City Clerk Tara McMenamin says the city bought the truck because it was becoming too cumbersome to set up equipment at polling sites. The truck, which has been in use since the state's spring primary in February, parks outside those sites and allows people to vote early in the presence of city staff. The state Supreme Court outlawed absentee ballot drop boxes in July but McMenamin says that's a different issue. She says the truck serves as an early voting site, not a drop box, and follows all facets of state law.

Investigators say a man accused of fatally shooting an Indiana police officer during a traffic stop had made a song about killing an officer. Carl Boards II was charged with murder and other crimes. Elwood Officer Noah Shahnavaz was gunned down in the wee hours Sunday, about 50 miles northeast of Indianapolis. The 24-year-old rookie officer had stopped Boards’ car and was hit with gunfire. Investigators found 36 rifle bullet casings at the scene and damage to the patrol car’s hood, windshield and driver’s door. Boards is a barber shop owner in Marion, Indiana. A man who lives above the shop told police that Boards had made a song about killing a police officer.

Some family members of the people killed or wounded during a 2019 shooting at a California garlic festival are suing the companies that distributed the rifle used in the attack that killed three and wounded 17. Two similar lawsuits filed in U.S. District Court in Vermont on July 28 allege Century International Arms and Romanian firearm producer ROMARM did not take sufficient care to prevent misuse of the firearm used in the attack. Century International Arms is based in Delray Beach, Florida, but has a facility in Georgia, Vermont, where the ROMARM AK-style rifles are modified to comply with U.S. law.

President Joe Biden is set to address the nation Monday following what the White House says was a “successful” counterterrorism operation on an al-Qaida target in Afghanistan over the weekend. The White House says there were no civilian casualties. Biden plans to speak from the balcony off the White House Blue Room as he remains in isolation in the residence while he continues to test positive for COVID-19.

Republicans who dominate Indiana’s Legislature remain divided over how tight they should make a proposed ban on nearly all abortions as debate on the bill has shifted to the state House following the Senate’s narrow weekend approval of the proposal. Significant disagreement included whether exceptions to the ban should be allowed for rape and incest victims, while a prominent House conservative said Monday he believed the version approved by the Senate wouldn’t prohibit as many abortions as claimed by its sponsor. A House committee is scheduled on Tuesday to hear public testimony on the proposal and possibly debate changes.

The Supreme Court has certified its month-old ruling allowing the Biden administration to end a cornerstone Trump-era border policy to make asylum-seekers wait in Mexico for hearings in U.S. immigration court. It was a pro forma act that has drawn attention amid near-total silence from the White House about when, how and even whether it will dismantle the policy. The sparse entry records that justices voted 5-4 that the administration could scrap the “Remain in Mexico” policy, overruling a lower court that forced the policy to be reinstated in December. The Biden administration had no immediate comment.

A Dutch woman has been sentenced to three years in prison for donating several hundred dollars to a group that supported the militant group al-Shabab in Somalia. The sentenced imposed Monday on 38-year-old Farhia Hassan was far less than the 8-year sentence sought by prosecutors. She was convicted earlier this year by a jury at federal court in Alexandria of conspiring to provide material support to terrorists. Prosecutors said she was one of about 15 women who gathered in an online chatroom and regularly contributed small amounts of money to support al-Shabab militants in Somalia and Kenya. In all, prosecutors say she donated about $300. Defense attorneys sought a sentence of time served, or about nine months.

An Iowa-based youth basketball league has agreed to settle a class-action lawsuit filed by former players whose coach secretly recorded them undressing or obtained nude photos of them. Gregory Stephen is now serving a lengthy prison sentence for sexual exploitation of minors. Guy Cook, the lawyer for boys who played Barnstormers Basketball of Iowa games from 2005 to 2018, said the league has agreed to settle the case by establishing a fund of more than $1 million to compensate victims. A judge must sign off on the agreement before it's finalized.
